If writing articles for one company and has been published and another company also wanted the same article?

Is it illegal to publish it again on another program.I tried to get guide lines about policies but really don’t say except don’t submit this article on their program if it has been submitted before.

Typically, when a company pays you to write an article, they are purchasing the rights to that piece of work. Although you receive the proper credit (generally through recognition upon publication), you no longer own that article. However, if you did not get paid, this may have been an “experience only” assignment, in which case you and the company would have made an agreement that you get to keep the rights to your work and they get to use it for free. This is sort of the “rule of thumb,” but specific regulations should be outlined in your contract (if you signed one).

If you’re willing to cut through some red tape, you could always ask permission from the previous publisher for permission to resubmit your writing with a different company. If you get the green light, be honest with the new publisher before you submit the piece for a second time. Tell them that it has been previously published, but that you have their blessings. After all, you don’t want them to feel cheated if they were to find it on the ‘net on some unrelated site. Not to mention the troubles that stealing somebody’s work (even your own as a writer!) can get you into legally.
